Deuteronomy 2:5

5: Don't bother them, for I have given them all the hill country around Mount Seir as their property, and I will not give you any of their land.

To Isaac I gave Jacob and Esau. To Esau I gave the hill country of Seir, while Jacob and his children went down into Egypt.

By my great power I have made the earth and all its people and every animal. I can give these things of mine to anyone I choose.

You will be driven from human society. You will live in the fields with the wild animals, and you will eat grass like a cow. Seven periods of time will pass while you live this way, until you learn that the Most High rules over the kingdoms of the world and gives them to anyone he chooses.'

From one man he created all the nations throughout the whole earth. He decided beforehand which should rise and fall, and he determined their boundaries.

"And now see what the armies of Ammon, Moab, and Mount Seir are doing. You would not let our ancestors invade those nations when Israel left Egypt, so they went around them and did not destroy them.
Now see how they reward us! For they have come to throw us out of your land, which you gave us as an inheritance.
O our God, won't you stop them? We are powerless against this mighty army that is about to attack us. We do not know what to do, but we are looking to you for help."

But God gave him no inheritance here, not even one square foot of land. God did promise, however, that eventually the whole country would belong to Abraham and his descendants--though he had no children yet.

When the Most High assigned lands to the nations, when he divided up the human race, he established the boundaries of the peoples according to the number of angelic beings.
