4: "If someone accidentally kills a neighbor without harboring any previous hatred, the slayer may flee to any of these cities and be safe.
Numbers 35:15
- These cities are for the protection of Israelites, resident foreigners, and traveling merchants. Anyone who accidentally kills someone may flee there for safety.
